An-Nahl Ayah 43-44
We will surely settle them—meaning, We will surely grant them in this world a goodly provision—and the reward of the Hereafter is greater, if they but knew.
And We did not send before you any but men to whom We sent revelation—so ask the followers of the Reminder if you do not know—with clear arguments and scriptures; and We have revealed to you the Reminder that you may make clear to men what has been revealed to them, and that haply they may reflect. (Quran 16:43-44, M. H. Shakir)

Allah, Mighty and Majestic, commanded them to ask us—He said: “So ask the followers of the Reminder if you do not know” (Quran 16:43)—so He commanded them to ask us, and it is not incumbent upon us to answer; if we wish, we answer, and if we wish, we withhold.’ ”

Translation: Ahmad ibn Muhammad, from Ahmad ibn Muhammad ibn Abi Nasr, who said: I wrote questions to al-Rida (peace be upon him), and among what he wrote was: “Allah, Mighty and Majestic, said: ‘So ask the followers of the Reminder if you do not know’ (Quran 16:43). And Allah, Mighty and Majestic, said: ‘And the believers should not go forth all together; why should not then a company from every party from among them go forth that they may apply themselves to obtain understanding in religion, and that they may warn their people when they return to them, so that they may be cautious’ [1]. Thus questioning has been made obligatory upon you, while answering has not been made obligatory upon us. Allah, Mighty and Majestic, said: ‘But if they do not answer you, then know that they only follow their low desires; and who is more erring than he who follows his low desires without any guidance from Allah?’ [2].” [1] And the believers should not go forth all together; why should not then a company from every party from among them go forth that they may apply themselves to obtain understanding in religion, and that they may warn their people when they return to them, so that they may be cautious. (Quran 9:122, M. H. Shakir) [2] But if they do not answer you, then know that they only follow their low desires; and who is more erring than he who follows his low desires without any guidance from Allah? (Quran 28:50, M. H. Shakir)

Allah, Mighty and Majestic, named the Qur’an ‘Reminder’, as He, Blessed and Exalted, said: ‘And We have revealed to you the Reminder that you may make clear to men what has been revealed to them, and that haply they may reflect’ (Quran 16:44), and He, Mighty and Majestic, said: ‘And most surely it is a reminder for you and your people, and you shall be questioned’ [4].” [4] And most surely it is a reminder for you and your people, and you shall be questioned. When he reached a certain point, he said to him: “Stop and be silent.” Then Abu ‘Abdillah (peace be upon him) said: “Nothing suffices you regarding what befalls you of what you do not know except to refrain, verify, and refer back to the Imams of guidance, until they set you upon moderation therein, remove blindness from you, and make the truth therein known to you. Allah, Blessed and Exalted, said: ‘So ask the followers of the Reminder if you do not know’ ” (Quran 16:43).

He said: “We.” I said: “So you are the ones to be asked?” He said: “Yes.” I said: “And we are the questioners?” He said: “Yes.” I said: “Then it is upon us to ask you?” He said: “Yes.” I said: “And it is upon you to answer us?” He said: “No; that is up to us. If we wish, we do; if we wish, we do not.” Then he said: “This is Our free gift, therefore give freely or withhold, without reckoning” [1]. This hadith is also narrated by ‘Ali ibn Ibrahim… except that in it is: “and if we wish, we leave [it]” [2]. [1] This is Our free gift, therefore give freely or withhold, without reckoning.
Translation: Ibn Babawayh… from al-Rayyan ibn al-Salt, who said: Al-Rida (peace be upon him) attended al-Ma’mun’s session in Marw… and al-Rida (peace be upon him) said in it: “We are the People of the Reminder of whom Allah said in His Book: ‘So ask the followers of the Reminder if you do not know.’ We are the People of the Reminder, so ask us if you do not know.” The scholars said: “Allah only meant by that the Jews and Christians.” Abu al-Hasan (peace be upon him) said: “Glory be to Allah! Can that be valid? Then they would call us to their religion and say it is better than the religion of Islam.” Al-Ma’mun said: “Do you have an explanation contrary to what they said, O Abu al-Hasan?” He (peace be upon him) said: “Yes. The Reminder is the Messenger of Allah (peace be upon him and his family), and we are its people; this is clear in Allah’s Book where He says in Surat al-Talaq: ‘Therefore be careful of (your duty to) Allah, O men of understanding who believe! Allah has indeed revealed to you a reminder, a Messenger who recites to you the communications of Allah, clear to understand…’ [3]. So the Reminder is the Messenger of Allah, and we are its People.” [3] Therefore be careful of (your duty to) Allah, O men of understanding who believe!
Do then those who devise evil plans feel secure (that) Allah will not cause the earth to swallow them, or that punishment will not overtake them from whence they do not perceive? Or that He will not seize them in the course of their journeys, then shall they not escape? Or that He will not seize them by causing them to suffer gradual loss?
