The second aspect

The second aspect:

The Noble Qur’an presents complete systems of ideas, concepts, and rulings. What is in the Qur’an is not scattered, unrelated rulings; rather, these ideas and concepts, when their elements are organized in a single chain, form a coherent, harmonious, and integrated system. Each link completes the next, and together they present to the human being a complete system of thought and understanding.

Among these are (tawḥīd), (divine decree and destiny), and (free will). The verses of tawḥīd, which are distributed across many places in the Qur’an, when brought together and arranged, present to us a complete vision of the unity of the Creator, the unity of authority and sovereignty in human life, the abolishment of any authority or sovereignty apart from the sovereignty of Allah, and the legitimacy of all authority and sovereignty only as an extension of Allah’s authority, sovereignty, and guardianship over humankind.

And within this organized group of verses, faith is connected to loyalty (walāʾ) and disassociation (barāʾah), to the sovereignty and authority of Allah, the Exalted, over humankind, to the servitude and obedience of the human being to Allah, the Exalted, to his rebellion and disassociation from tyrants (tāghūt), to the issue of imamate, and to the vicegerency of humankind on the earth for Allah, the Exalted. It is a well-organized group of matters and issues of thought, creed, and practice, interlinked, harmonious, and integrated.

Likewise, the issues of (free will), (divine decree and destiny), (good and evil), and (guidance and misguidance) are interconnected and integrated matters that are spread and distributed throughout many parts of the Qur’an. These verses cannot be correctly and soundly understood, nor can we comprehend what Allah, the Exalted, intends by them, unless we gather them side by side, arrange them in a single, connected sequence, specify the generalities of the general verses with the specifications found in the Qur’an, restrict the unrestricted statements with the restrictions found in other verses, and bring together the various ideas beside one another. Only then can we understand what Allah, the Exalted, intends in these verses; without doing so, we would scarcely be able to understand the truths of this Book in their proper sense.

A person may encounter a verse from the Book of Allah and imagine that it points to absolute predestination, stripping the human being of his freedom and will entirely; or he may read another verse and imagine that the Qur’an affirms absolute free choice, severing the human being and his destiny entirely from the will and intention of Allah, the Exalted — while in fact the Noble Qur’an affirms neither of these two extremes.

Understanding what the Qur’an intends is only possible through scholarly effort by specialists in the Qur’an, who gather these verses, organize these ideas, and derive from them a unified intellectual and conceptual framework, a comprehensive system of thought. This is the work that scholars specializing in the Qur’an undertake through thematic tafsir (al-tafsīr al-mawdūʿī) of the Noble Qur’an.

The Qur’an was revealed in portions over twenty-three years, and many of its verses were revealed for reasons and causes which the scholars call asbāb al-nuzūl (occasions of revelation), and a verse can hardly be understood except in light of these causes.

Among these verses are those that are abrogating and those that are abrogated, those that are general and those that are clarified. We cannot understand these verses except by bringing them together and placing them side by side, for the Qur’an often employs the method of unrestricted statements to present a ruling, a concept, or a divine practice (sunnah), and then in other verses it mentions the conditions and restrictions. If we do not gather these verses, place them beside one another, and interpret them through one another, we cannot understand the Book of Allah and what it contains of rulings, divine practices, concepts, and ideas.

It is a mistake to derive a ruling, a divine practice, or a concept from a single verse of the Book of Allah, the Exalted, without comparing it to all the other verses.

As for why the Qur’an uses this method in presenting rulings, divine practices, and ideas — this relates to the Qur’an’s style of expression, and we are not at present explaining the principles and effects of this style.

The correct scholarly method for understanding the verses of the Book of Allah is for the exegete to exert a scientific effort in gathering these verses, organizing them, restricting the unrestricted statements, specifying the generalities, identifying their conditions, and then bringing together these rulings, concepts, and ideas, extracting from them comprehensive systems and unified intellectual frameworks. This is the scholarly effort undertaken by the exegete.
